Commercial PNG Customers – FAQ
1. Can I get a refund of the application fees if I disconnect my PNG connection?
No, the application fees are non-refundable if the customer chooses to discontinue PNG for any reason.
2. Are there agencies authorised to collect bill payments?
Yes, HOGPL has appointed bill distribution and collection agencies to collect gas bill payments before the due date. In case of delayed payment, customers are advised to pay through RTGS/NEFT to avoid inconvenience.
3. What are the available payment options for commercial PNG bills?
Commercial PNG bills can be paid using the following methods:
a) Cheque/DD Payment
b) Online payments:
- RTGS (for payments above ₹1 lakh)
- NEFT (for payments below ₹1 lakh)
4. Are tariff rates and billing cycles different for Commercial and Domestic PNG?
Yes, the tariff rates and billing cycles differ. Commercial PNG bills are generated fortnightly, whereas Domestic PNG follows a different billing schedule.
5. What is the procedure for ownership transfer in the commercial category?
The following documents are required for ownership transfer:
a) Request letter for Ownership Transfer.
b) PAN Card and VAT TIN.
c) Shops & Establishment Certificate.
d) Land Purchase Deed (if owned) or Lease/Rental Agreement.
e) Partnership Deed (if applicable).
f) NOC from the previous owner.
g) Cheque of ₹250/- in favor of HOGPL for ownership transfer.
h) Application cum registration form.
6. Is a commercial PNG connection transferable to a new owner?
Yes, a commercial PNG connection is transferable, subject to submission of the required documents and NOC from the existing user. However, the transfer is valid only if the premises and commercial load remain unchanged.
7. Can I appoint a downstream contractor who is not on HOGPL’s approved list?
Yes, HOGPL’s approved list of downstream contractors is only suggestive. Customers may appoint any reputed and experienced contractor who follows HOGPL’s technical specifications, fire safety norms, and statutory regulations.
8. Can my existing LPG pipeline be used for commercial PNG supply?
Before making any decisions, customers must consult a downstream contractor to ensure compliance with HOGPL’s prescribed code of practice mentioned in the offer letter.
9. Who is responsible for appointing a downstream contractor?
The customer must appoint a reputed and experienced piping contractor at their own cost for the internal piping installation (from the regulator/meter to the burner). The work must adhere to HOGPL’s technical guidelines. A list of contractors is available on the HOGPL website.
10. Do I have to pay a Consumption Security Deposit during registration?
The Consumption Security Deposit can be submitted either during registration or before commissioning of gas supply.
11. How is the Consumption Security Deposit calculated?
The deposit is calculated based on:
- The customer's monthly gas consumption of alternative fuels like LPG/Diesel, or
- An estimated consumption based on the details provided in the registration form.
- The Consumption Security Deposit amount is equal to estimated 31 days’ consumption of the Industrial PNG Customer.
12. What documents are required for registering a Commercial PNG connection?
Customers must submit self-attested photocopies of:
- PAN Card and VAT TIN (If VAT TIN is unavailable, a declaration must be provided).
- Shops and Establishment Certificate .
- Land Purchase Deed (if owned) or Lease/Rental Agreement.
- NOC from Society/Landlord.
13. What is the process for registering a Commercial PNG connection?
After accepting the Commercial PNG offer, the customer must:
- Fill out the registration form.
- Submit the application fee.
